Sequoyah Hills Area Wastewater Rehabilitation Project

July 19, 2019 UPDATE –
Sequoyah Hills Wastewater Rehabilitation – Construction crews will work in the following areas next week with intermittent daily road closures between 7 a.m. – 5 p.m.:
- Kenesaw Avenue between Woodland Drive and Iskagna Drive (intermittent road closures as needed for paving and restoration)
- Keowee Avenue between Kenesaw Avenue and Talahi Drive
- Kenesaw Avenue between Taliluna Avenue and Cherokee Boulevard
Crews will also work on the following roads with intermittent lane closures between 7 a.m. – 5 p.m.:
- Cherokee Boulevard between Southgate Road and Scenic Drive (westbound lane closed during daytime work hours with traffic flow detoured via Southgate Road, Taliluna Avenue, South Garden Road, Navaho Road, and Scenic Drive)
- Eastbound traffic flow on this stretch of Cherokee Boulevard and Sequoyah Greenway will remain open at all times
Crews will also work in the following off-road easements with no traffic impacts:
- Easement between Kenesaw Avenue and Woodside Street (Wastewater rehabilitation)
- Easement between Holloway Drive and Whitlow Avenue (Wastewater rehabilitation and restoration)
- Easement between Kenesaw Avenue and Agawela Avenue (Wastewater rehabilitation)
- Easement between Southgate Drive and Bluffview Drive (Restoration)
- Easement between Bluffview Road and Southgate Drive (Restoration)
- Easement between Keowee Avenue and Talahi Drive (Wastewater restoration)
Closed-circuit Television Inspection – Crews will continue to work throughout the Phase 2 area next week. Temporary lane closures will be implemented as needed when crews are present.
Sequoyah Park – Morgan Construction and their subcontractors continue to rehabilitate the existing wastewater main and manholes in Sequoyah Park. See the attached map showing current work corridors within the park. The park, all entrances and parking areas, and boat ramp remain open during this work. Morgan Construction is also maintaining a fenced area in the middle parking lot for equipment and materials storage. KUB has coordinated work in the park with City of Knoxville Parks and Recreation and the Kingston Pike Sequoyah Hills Association. Informational banners have been placed in the park entrances/parking areas to provide park visitors with details about the wastewater rehabilitation work. Updates on the progress of work in the park will be posted weekly and as needed on this blog site.
Natural Gas System Work – Crews have resumed natural gas inspection and maintenance work at various locations throughout Sequoyah Hills. This work may require short term traffic impacts in the immediate area where crews are working.

Concrete Restoration – This work has been delayed as the concrete subcontractor completes work in other areas. This work will be performed based on contractor availability. Once started, this work will require 24-hour road closures. The 24-hour time frame includes crews setting up forms, pouring and finishing concrete, time for concrete to cure overnight, and removal of forms the following day. Access to driveways will be maintained. Work on these roads will be scheduled so that all roads are not closed at the same time:
- Windgate Street between Oakhurst Drive and Iskagna Drive
- W. Nokomis Circle between Iskagna Drive and E. Nokomis Circle
- E. Nokomis Circle between Iskagna Drive and W. Nokomis Circle
- Iskagna Drive between Kenesaw Avenue and Woodside Street
Vegetation Management – KUB contract tree pruning crews will also work off-road easement areas around Holloway Drive and Whitlow Avenue the week of June 17. Completion of vegetation work in coordination with ongoing wastewater work will minimize the need for another disruption and access to back and side lots in the near future. Temporary lane closures may be needed in the immediate area where crews are working.

- Cherokee Boulevard between Tugaloo Drive and Kenesaw Avenue (southbound lane closed during daytime work hours with traffic flow detoured via Tugaloo Drive, Taliluna Avenue, and Kenesaw Avenue) NOTE: Work on this section of Cherokee Boulevard is expected to be completed by the middle of next week.
- Northbound traffic flow on this stretch of Cherokee Boulevard and Sequoyah Greenway will remain open at all times

Cured-In-Place (CIPP) Liner Installation – See list below of affected areas (schedule is subject to change due to weather):
- Tuesday, June 11 – Easement between Lakeland Drive and Bluff View Road off of Whitlow Avenue. (One lane closed on Whitlow Avenue, 7 a.m. – 5 p.m.)
- Wednesday, June 12 – South Garden Road between Navaho Road and Cherokee Boulevard, and on Navaho road between Chickasaw Road and South Garden Road. One lane closed on both roads with flaggers present to alternate traffic flow.
- Thursday, June 13 – Kenesaw Avenue between Cherokee Boulevard and Taliluna Avenue. One lane closed on both roads with flaggers present to alternate traffic flow.
- Friday, June 14 – Short segment in Sequoyah Hills Presbyterian Church parking lot with no traffic impacts.
Concrete Restoration – Crews will also work on concrete restoration on short sections of the following roads requiring 24-hour road closures. The 24-hour time frame includes crews setting up forms, pouring and finishing concrete, time for concrete to cure overnight, and removal of forms the following day. Access to driveways will be maintained. Work on these roads will be scheduled so that all roads are not closed at the same time:
- Windgate Street between Oakhurst Drive and Iskagna Drive
- W. Nokomis Circle between Iskagna Drive and E. Nokomis Circle
- E. Nokomis Circle between Iskagna Drive and W. Nokomis Circle

(Sequoyah Hills) Cherokee Boulevard Lane Closure [May 8-10] – KUB contract crews will close the southbound lane of traffic on the section of Cherokee Boulevard between Tugaloo Drive and Kenesaw Avenue during work hours, 7 a.m.- 5 p.m., through Friday, May 10, as work continues on the wastewater collection system project in the area. Southbound traffic flow will be detoured via Tugaloo Drive, Taliluna Avenue, and Kenesaw Avenue while the daily lane closure is in effect. Access to driveways will be maintained. The northbound lane of Cherokee Boulevard and the nearby Sequoyah Greenway will not be affected by this work.

Alta Vista Way Road Closure [April 25]– KUB crews will close a short section of Alta Vista Way between Blows Ferry Road and Arrowhead Trail to through traffic from 8:30 a.m.- 4 p.m., on Thursday, April 25, as work is performed on the natural gas distribution system in the area. Alternate routes include Blows Ferry Road and Scenic Drive. Friday, April 26 will be used as a rain date if necessary. Flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

KUB to Complete Utility Upgrades in Sequoyah Park Through Early Summer
Part of Ongoing Wastewater Collection System Work in the Area
As part of the ongoing wastewater collection system rehabilitation project in Sequoyah Hills, KUB and its subcontractor, Morgan Construction, will perform upgrades in Sequoyah Park starting in early April and lasting through early summer 2019
Crews will rehabilitate approximately 3,000 feet of wastewater pipe and 23 manholes inside park boundaries. The overall park and all three parking areas will remain open throughout the course of work in this area; however, access may be temporarily limited in the immediate areas where crews are working, and/or in areas where equipment and construction materials are set up.
To facilitate this work, the contractor will set up temporary bypass pumps and piping inside park boundaries to maintain wastewater service while work is performed on the existing main and manholes. In some instances, the bypass piping will be installed above ground with cross-over ramps with handrails set up (see attached photo). The bypass piping may also be buried in some locations to facilitate mowing and park maintenance work. See photos below of a recent KUB wastewater bypass system set up for a project in Suttree Landing Park in south Knoxville.

The Sequoyah Park work is included in Phase 2 of a three-phase project to upgrade the entire wastewater collection system in the Sequoyah Hills area. The overall project started with Phase 1 in fall of 2017. Phase 1 work is nearing completion. Phase 2 work, which includes seven total miles of pipe to be rehabilitated, started in early March 2019 and is expected to last approximately one year. The third and final phase will begin following Phase 2 and last approximately one year.
With agreement from City of Knoxville Parks and Recreation and the Kingston Pike-Sequoyah Hills Association, Morgan Construction will also maintain a storage area for equipment and materials in the middle parking lot area near the boat ramp for the duration of Phase 2 work. Access to the boat ramp will be maintained at all times. See yellow hatched area on the map below.

- Monday, March 11, and Tuesday, March 12 – Westbound traffic flow will be detoured via Tugaloo Drive, Taliluna Avenue, and Kennesaw Avenue.

Neyland Drive Road Closure [Overnight, February 24-25] – In cooperation with Tennessee Department of Transportation and University of Tennessee, KUB contract crews will close a short section of Neyland Drive between Joe Johnson Drive and Lake Loudoun Boulevard to traffic overnight from 10 p.m., Sunday, February 24, through 2:30 a.m., Monday, February 25, as a large piece of equipment is delivered to KUB’s Kuwahee Wastewater Treatment Plant. Traffic will be detoured at Joe Johnson Drive and Lake Loudoun Boulevard. Appropriate signage and barricades will be on site to assist with traffic control. The section of Neyland Drive east of Joan Cronan Way was temporarily reduced to one lane in each direction for several days this week as KUB’s contractor set up traffic control measures for eastbound lane shifts. Now that those measures are in place, traffic flow will resume with two eastbound and two westbound lanes open at all times.

Project Complete as of January 4, 2019: KUB Underground Construction crews have completed installation of approximately 1,500 feet of new water main along the section of Neyland Drive between UT Gardens and Joan Cronan ahead of schedule. Following the completion of surface repairs this morning, traffic flow on this section of Neyland Drive has been returned to normal as of this afternoon. Additionally, the section of Neyland Greenway between Lake Loudoun Boulevard and Third Creek has re-opened for use. KUB thanks City of Knoxville Parks and Recreation and the University of Tennessee for their assistance with this project, and its customers for their cooperation. This will be the last update for utility work on this section of Neyland Drive.
December 21, 2018 UPDATE –
KUB Underground Construction crews implemented lane closures on Neyland Drive, and closed the section of Neyland Greenway between Third Creek and Lake Loudoun Boulevard, on Monday, December 16, as work began to replace the water main in this area. As of the Thursday, December 20, water main installation was completed. Crews will fill and test the line over the weekend prior to returning to work on Wednesday, December 26, to begin connecting service lines to the new main. Additional Neyland Drive lane closures will be needed daily from 7:30 a.m. – 5 p.m. in association with the service line work. KUB crews will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019.
December 14, 2018 UPDATE –
Neyland Drive Intermittent Lane Closures [Rescheduled - December 15] – KUB contract crews will implement intermittent lane closures as needed of Neyland Drive between Joan Cronan Way and the UT Gardens from 8 a.m. – 3 p.m., on Saturday, December 15, as preparation work is performed ahead of water work in the area, which begins Sunday, December 16. Traffic flow in both directions will be maintained. Flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.
Utility Construction to Close Section of Neyland Greenway December 16 Through Mid-January 2019
KUB and its contractor will close the section of the Neyland Greenway between Third Creek and Lake Loudoun Boulevard starting Sunday, December 16, and lasting continuously through mid-January 2019 (weather permitting), to facilitate safe conditions as work is performed on the water distribution system in this area.
A detour route around the closed section of the Neyland Greenway is set up on the University of Tennessee campus via Lake Loudoun Boulevard, Volunteer Boulevard, Andy Holt Avenue, Joe Johnson Drive, Solutions Way, and the Third Creek Greenway.
o familiarize greenway users with the upcoming changes, signage will be placed at key locations along the detour route, and on the Third Creek and Neyland Greenways, the week of December 10. The impacted section of greenway will be closed continuously throughout the duration of the work. KUB asks park patrons to please respect the signage and barricades in place, and to avoid this section of greenway due to ongoing excavation, as well as the presence of construction equipment, materials, vehicles, and workers.

May 31, 2019 Update – Contractor East Tennessee Pipeline crews conducted ‘potholing’ work to locate the presence and depth of existing underground utilities on East Sunset Drive this past week. Next week, crews will conduct directional drilling work to install the two-inch poly natural gas main starting on South Chilhowee Drive to East Sunset Road, and progressing east toward the 5300 block of East Sunset Road.
May 24, 2019 UPDATE – KUB’s contractor for this project, East Tennessee Pipeline (ETP), will begin pre-construction work on Tuesday, May 28. This will consist of drone photography in the project footprint, which will take place Tuesday through Friday next week. Additionally, on Wednesday, May 29, ETP will begin locating existing utilities on E. Sunset Drive at Chilhowee Drive, working east on Sunset Drive through the remainder of the week.

Vehicle traffic is advised to expect temporary delays during daytime working hours in the immediate area where crews are working. Appropriate traffic control measures, including signs and flaggers, will be in place as needed. Access will be maintained to businesses and driveways, and all lanes will reopen to traffic outside of work hours. KUB will make every effort to complete this work with minimal impact to affected properties. Temporary electric service interruptions may also be required in the immediate work area to facilitate safe working conditions. Customers in the vicinity of the immediate work zone may notice temporary elevated noise levels associated with the operation of heavy trucks and equipment.
